A Comparative Study on Policy Financing for Overseas Resource Development: The Case of Korea and Japan

Korea and Japan are resource-poor countries and rely on imports for most energy resources such as oil and gas, and are promoting overseas resources development as a part of resource security. This study examined the necessity of overseas resource development for energy security strategy and analyzed the performance of policy financing at the micro level by exploring the cases of two countries under similar supply structure. It first summarized the structure of overseas resource development in Korea and Japan and compared the performance of policy financing during the past 10 years. Policy financing for overseas resource development was divided into a support for exploration stage and that in development/production stages. The Korean government’s policy direction for overseas resource development has shifted to a passive direction after the failure of earlier investment and the amount of support for special loans that supplied risk money in the exploration stage has sharply decreased. However, the financial support for resource development by Korean export credit agency during the development and production stages has been maintained despite the shift in government’s policy stance. In Japan, the amount of investment of JOGMEC mainly in the exploration stage has been maintained and expanded in accordance with the government’s policy direction of active overseas resource development. In order to secure stable resources in Korea, it is required to maintain the consistency of overseas resource development policy as well as to provide policy financing, especially in the exploration projects.
