The impact of aid for trade on developing countries' participation in global value chains

With the fragmentation of global production, developing countries are increasingly tapping into the global trading system through their participation in global value chains (GVCs). However, they often face constraints that hamper their integration into GVCs. This paper analyzes the role of Aid for Trade (AfT) as one of the critical factors in the promotion of developing countries’ GVC participation. Based on a panel dataset of 128 countries over the period 2002–2016 using the UNCTAD-Eora GVC database, our empirical results show that AfT facilitates the backward GVC participation of developing countries that import foreign intermediate inputs and process them for exports. In particular, the aid aimed at optimizing trade policy and regulation has a significant and positive impact on backward participation. The results also indicate that AfT has differing effects depending on developing countries’ income levels. Our findings suggest that AfT can aid in the promotion of the backward GVC participation of developing countries, and can be effectively tailored to their economic circumstances and optimally implemented with the aim of encouraging their GVC integration.
