「일본 “전후 민주주의”의 형성과 변형 ― 전쟁유적 보존 운동을 중심으로」

본 논문은 1990년대 일본 사회에서 나타나는 전쟁유적 보존 운동의 역사적 기원을 “전후민주주의”의 형성과 전개 과정 속에서 소개하는 것을 목적으로 한다. 근대일본의 제국주의 침략전쟁의 유물을 보존하는 운동으로 각 지역 단위에서 시작된 전쟁유적 보존 운동은 1990년대에 들어서면서 <전쟁유적보존전국네트워크>와 <강제동원진상구명네트워크>를 중심으로 전국적인 차원의 “부의 유산(負の遺産)” 보존 운동으로 발전하였다. 이들 보존 운동의 역사적 기원과 전개 과정을 1) “전후 민주주의”의 형성과 한계 속에서 재구성하고, 2) 전후 민주주의의 한계와 그 원인을 미완의 탈식민지화 과정에서 찾고자 한다. 이를 통해, 1990년대에 전국적으로 전개되는 전쟁유적 보존 운동을 “포용의 정치”와 “차이의 정치”의 경합을 동력으로, 미완의 탈식민지화를 완성하여 “새로운 공공권”을 만들려는 민주주의 운동의 한 유형으로 제시하고자 한다.
This paper
introduces the civic activism focused on the conservation of war-related sites
in the 1990s. War-related sites refer to the remains of built structures
associated with Japan’s past aggressive wars in the Asia-Pacific. By analyzing
the formation and development of conservation movements in contemporary
Japanese society, this paper 1) examines war-related sites conservation
movements in relation to the development and limits of “postwar democracy,” and
2) locates the limits of postwar democracy in the context of incomplete
decolonization of former imperial center of Japanese society. In doing so, I
argue that the war-related site conservation movement is a kind of belated
decolonization process, engendered and engineered by competition between the “politics
of inclusion” and “politics of difference.”
